Author(s): Rami Ahmed Kadhim

Abstract:
At the height of cyber development and its positive impact on the lives of individuals facilitating personal and professional communication, improving productivity, advancing scientific and practical capabilities, and providing researchers with new information and ideas this advancement has also been exploited in the realm of crime. Just as scientists and researchers have developed their studies and scientific tools, criminals have also advanced their ideas and criminal patterns. Among the most dangerous of these patterns is the crime of cyber murder.
This study sheds light on the concept of cyber murder, its characteristics, and how it differs from traditional murder crimes from various perspectives. Additionally, we highlight the most recent cyber murder crimes committed in contemporary times. The study also focuses on the most important legal tools used to combat this type of crime, including international agreements criminalizing internet-based crimes, such as acts of terrorism, and imposing criminal and financial sanctions on those who commit such crimes or fail to protect secured personal data. Furthermore, the study examines the Iraqi legal position on cyber murder under the provisions of the amended Penal Code No. 111 of 1969 and the Anti-Terrorism Law No. 13 of 2005.
