Reaching the margins: Assessing social welfare scheme awareness and accessibility for unorganised workers in Tamil Nadu

Abstract: The Government of India implements several social welfare schemes through its policy decisions to ensure social security benefits to the unorganised sector. Such Social welfare schemes includes various aspects of life and disability insurance, healthcare, pension for widows, maternity benefits, and elderly care. In general, unorganised sector is not covered under any of the Central or State legislations. The majority of the schemes are accessible online such as the e-shram portal, Pradhan Mantri Shram Yogi Maan-dhan Yojana, and Aam Admi Beema Yojana at the national level. State-level schemes may be accessed via the respective state website portals. In this paper the author’s confine down the scope of study to the State of Tamil Nadu wherein the authors have studied about the coverage of the unorganised workers in Tamil Nadu using an online platform. It is observed that the registration procedure under the Tamil Nadu Unorganised Workers Board lacks clarity and precision on the required process and necessary approval. The functioning of the Tamil Nadu Unorganised Workers Board is quite effective in handling the application for the renewal of claims and up-dation of membership in the Board. The authors observe that even for registration process the workers have been guided by unions, and social activists (NGOs) affiliated with the Trusts and the role of the Board is very minimal in organising camps for the workers. Hence the authors by this article explores the need of raising awareness via government agencies and organizations by conducting an empirical study and by the resultant analysis make an assessment about the range of activities done by the Government to create awareness among the unorganised workers in this regard. The research has been carried out on informal sector employees employed in various regions of Tamil Nadu. The authors attempted to provide ideas and recommendations on the need of bringing and implementing measures to raise awareness about Social welfare schemes among the unorganised sector.
